Community Service and Education Support (CS/ES) provides employees paid time away from work to assist in schools and communities.
The CS/ES policy encourages employees to be involved with their communities and local school systems (grades K-12 and licensed pre-school early childhood education programs for three, four, and five year old children). CS/ES may apply to charitable organizations, school-sponsored programs and home schooling if it benefits a group of home schooled children that includes other children in addition to the employee’s own children. Employee participation is voluntary.
Types of qualifying activities may include:
Providing a service, which benefits a class, school, school district, or a licensed pre-school program
Serving as an administrator or educator
Describing job responsibilities during "Career Day"
Volunteering at community events
Volunteer work with charitable organizations
Volunteering to accompany field trips
Teaching a class or segment of a class
Volunteering for Junior Achievement
Assisting in the supervision of a classroom or playground activities
Presenting Partners In Education & Safety Programs
Donation of blood at Joyner sponsored blood drives
Participation in an event that benefits a charitable organization or the public/community
CS/ES may not be used for events benefiting only your child(ren). Types of non- qualifying activities may include:
Parent/Teacher conferences
Attendance at school plays or skits
Meetings with school administrators regarding your child(ren)
This is only a partial list of qualifying and non-qualifying activities. Discuss other activities with your supervisor.
Eligibility
Full time and part time benefit eligible employees are eligible for paid time away from work for CS/ES.
Certification of participation in school, community, or charitable organization related activities may be requested at management’s discretion.
Length of Leave
For qualifying activities, eligible employees may use the following amount of paid leave during the CS/ES benefit period:
Full time employees may use up to eight hours.
Part time benefit eligible employees may use up to four hours.
If additional time is needed, the employee should use Paid Time Off (PTO).
CS/ES time may be taken all at once or in increments of not less than fifteen minutes. You may not carry over time from one CS/ES benefit period to the next, nor will you be paid for unused CS/ES time.
Newly hired eligible employees will not be subject to prorated CS/ES time. Any changes during the benefit period from full time to part time status, or vice versa, will not result in an adjustment of available CS/ES hours.
Definitions
For the purposes of this policy, the following words are defined:
School: A public, parochial or private school that provides an educational curriculum, levels Kindergarten through the 12th grade. The curriculum must be presented in a facility used primarily for education.
Note: Assisting with home schooling is eligible for ES if it is benefiting a group of home schooled children that includes other children in addition to the employee's own children.
Pre-school: A licensed early childhood education program for three, four, and five year old children.
Community Service: Volunteer activities that benefit the public/community.
Charitable organizations: An organization that is organized and operated for purposes that are beneficial to the public interest.
CS/ES Benefit Period: January 1 through December 31.
Pay
Compensation for CS/ES is paid at an employee’s regular rate of pay, including shift premiums if applicable.
CS/ES does not count as time worked and is not included for the purposes of calculating overtime.
Time off under CS/ES is requested in advance through your supervisor.
Employees will request and record CS/ES time in the Time Management Tool.
Absences related to CS/ES should be coded in the Time Management Tool as follows: Absence Type = CSES
Absences Category = CS – (community service related activity) ES – (school related activity)
The supervisor explains the CS/ES policy to new and on-board employees.
The supervisor informs employees that CS/ES:
Is time off with pay to participate in qualifying school, community, and charitable organization activities.
May be taken all at once or in increments of not less than fifteen minutes.
Should be requested with advance notice.
Does not count as time worked and is not included for the purposes of calculating overtime.
The supervisor discusses CS/ES request procedures with employees.
The supervisor must evaluate each request, determine if it qualifies, and return a decision to the employee. See General Information for types of qualifying activities, and the Definitions section above for policy interpretation. Business areas have discretion to limit CS/ES requests during training periods and peak business times based on the business area needs, unless the absence is otherwise protected by law or Joyner is required by law to provide such leave.

The CS/ES policy encourages employee involvement in activities that benefit their communities local school systems and licensed preschool early childhood education programs for three, four, and five year old children. An improvement in the quality of school programs is foreseeable with a higher level of employee participation.
Use of time off under the CS/ES policy is voluntary.
Management is responsible for assessing a qualifying activity from a non- qualifying one. Consistent application of policy guidelines is important.
