USA Operations Centers Civil Service Leave May 2017
Not Applicable
Civil Service Leave provides employees paid time away from work to perform government obligation responsibilities.
All full time and part time benefit eligible employees are eligible for paid time away from work for Civil Service duties. Time may be granted for:
Serving as a judge or clerk at an election
Serving as a member of a jury
Serving as a witness
The supervisor reserves the right to have employees provide jury duty summons or subpoenas for time requested.
For 2nd and 3rd shift employees, it is up to management to determine if it is reasonable for the employee to report directly to work after serving on jury duty during the day.
Depending on how long the employee spent on jury duty during the day, management may grant Civil Service Leave to allow the employee time to rest before reporting to work. If jury duty required the employee to be present for the equivalent of a full work day, management has discretion to grant Civil Service Leave for the employee’s entire 2nd or 3rd shift work period.
Time off under Civil Service is requested in advance through your supervisor.
Employees will request and record Civil Service Leave in the Time Management Tool.
The supervisor explains the Civil Service Leave Policy to new and on-board employees.
The supervisor discusses Civil Service Leave request procedures with employees.
The supervisor must evaluate each request, determine if it qualifies, and return a decision to the employee.
The supervisor has the discretion to request the employee provide jury duty summons or subpoenas for time requested.
Human Resources staff should be familiar with the provisions of the policy in order to help leadership administer the Civil Service Leave policy in an accurate and consistent manner.
