MASSACHUSETTS
Eligible Part-time Employees
Employees residing in the State of Massachusetts are eligible for medical coverage if they work 16 hours or more a week as opposed to the standard average of 18 hours or more per week per pay period. This change allows these part-time employees to participate in the Group Medical as mandated by Massachusetts law.
Overview
The information in this section provides a summary of the benefits available to part-time employees. These benefits may be subject to age, service requirements, or employment under the Staff Assistant Agreement or Emergency Service Personnel arrangement.
General Information
Definition of Part-Time
A part-time employee is a person who works any of the following schedules:
A regular full workweek schedule for a specific, limited, and mutually agreed upon time period;
A less than regular full workweek schedule for an undesignated time period;
A less than regular full workweek schedule for a specific, limited, and mutually agreed upon time period.
There are many types of part-time employment at Joyner. For example: in addition to part-time employees who work year-round, part-time, as defined above, could include seasonal employees, interns, co-operative participants, crop hail employees, employees who are part of an internal temporary pool, and retirees who are rehired on a part-time basis.
Temporary employees who are hired through an outside employment agency are not Joyner employees, and are not included in the definition of part-time.
Benefit Eligibility
Group Plans: Group Medical*, Group Dental, Group Vision, Group Life, Voluntary Accidental Death & Dismemberment, Long-Term Disability , and Paid Time Off (PTO).
To be eligible for these benefits, the part-time employee must meet both of the following two requirements.
The average of the employee’s standard workweek schedule per pay period must be 18 hours or more.
AND
The employee must be expected to work 5 or more consecutive months.
Example 1: An employee is anticipated to work more than 5 consecutive months, and according to his or her standard work schedule, the employee works 20 hours one week of each pay period and 16 hours the second week of each pay period. Since the average of the two weeks equals 18 per pay period, the employee meets the benefit eligibility requirements for group plans and PTO.
Example 2: An employee is anticipated to work more than 5 consecutive months, and according to his or her standard work schedule, the employee works 15 hours one week of each pay period and 18 hours the second week of each pay period. Since the average of the two week is less than 18, the employee does not meet the benefit eligibility requirements for group plans or PTO.
Example 1:
A part-time employee (includes internships) is hired 6/1 with the expectation that the job will require the employee to work 18 hours a week for three months. On 8/1, it is determined that the employee will be needed through November, the employee has now become eligible for the group plans and PTO as of 8/1, since it has been determined that the employee's total tenure will fulfill the 5 or more consecutive months requirement. Benefit enrollment should be offered from 8/1 and the employee allowed 31-days to enroll as a newly eligible employee for an effective date of 8/1.
Example 2:
A part-time employee is hired to work 15 hours a week year-round. During the course of the year, the employee is asked to help fill in for other employees on vacation. For three weeks, the employee works 20-25 hours a week. Because the employee will not be working 5 or more consecutive months and averaging 18 hours or more per week per pay period, the employee would not be eligible for the group plans or PTO.

Miscellaneous Benefits
**Relocation Expenses - Employees moving from full-time to part-time are not eligible to receive or continue receiving relocation benefits. If an employee moving from full-time to part-time received relocation benefits within the last year, pro-rated relocation expenses would need to be repaid to the company.
Change to your part-time employment status
Joyner reserves the right to terminate your part-time employment status at any time. In that event, you must return to full-time employment status, seek other part-time opportunities, or submit your resignation.
To determine which benefits would apply as part-time employee transferring to full-time, refer to the individual chapters in this manual that correspond with the benefits in question.
